[We Care Film Fest 2012] We Care Film Fest is an annual international travelling festival of documentary films on disability issues. It is organized by Brotherhood in association with the United Nations Information Centre for India and Bhutan (UNIC), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the National Trust and the Asian Academy of Film and Television (AAFT). The Festival is an advocacy tool that seeks to bring about attitudinal and behavioral changes on approaches to disability, promote the inclusion of people with disabilities, and rid people of misconceptions, myths and prejudices surrounding disability issues. The Festival seeks to promote the rights of persons with disabilities as set out in the UN Convention on the Rights of Persons with Disabilities (UNCRPD) which came into force on 3 May 2008, as also the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 (‘PWD Act’) and the National Trust Act, 1999.
The Festival’s uniqueness lies in the fact that it is a –

1. Travelling film festival: Screenings are organized at 25 venues including educational institutions, universities and hospitals across India and the SAARC countries (Maldives, Nepal, Sri Lanka and Bhutan). The next edition of the festival will begin in August 2011 and conclude in May 2012. We are expecting approximately 10,000 audience will watch and rate each and every film/documentary.
2. Involves a Participatory Rating Process (PRP) wherein the audience rates each film. An independent jury then judges the films on the basis of these ratings.
3. This process provides a unique opportunity to students to develop their understanding and perspectives relating to disability issues, and also contributes to the process of participatory rating.

All films and documentaries must have English and/ or Hindi subtitles.

SUBTITLES:
Subtitles are required for all dialogues and captions since the audience will include those with hearing impairment.
General Rules
1. Film selections for the Festival will be done by a specially constituted jury / festival committee. All filmmakers will be notified of acceptance via e-mail as soon as possible. If the ownership of a work is transferred to a successor after the selection has been made, the successor’s permission for the film to take part in the competition must be conveyed to the festival.
2. Forwarding expenses incurred are to be paid by the film producers/directors. Expenses for return of films are paid by the Festival organizers.
3. The attendance of the filmmakers at the Festival is not mandatory, but we would be happy to welcome you at the festival and will offer free festival passes to all filmmakers with films in competition.
4. The Festival Founder Director shall have the final say on all issues pertaining to the Festival. Decisions on the prizes awarded shall be final. Any disputes shall be subject to the jurisdiction of the Delhi courts.
5. PRESS KIT REQUIREMENTS

6. Film synopsis (100 words) and all printed materials pertaining to the film.
